Threat Actor Activity

Armory Castle (China-nexus APT)

China-linked espionage group Armory Castle exploited BeyondTrust zero-day CVE-2026-102764 in late August 2026, continuing a pattern of selective zero-day exploitation against edge devices (previously Citrix CVE-2023-4966, Ivanti CVE-2023-46805, CVE-2024-21887, CVE-2025-0282). The actor maintains working models of target products and develops exploit chains in advance, then pivots to broad exploitation once vulnerabilities become public. Targets include IT services, legal, SaaS, business-process outsourcing, technology, and government sectors.

UAT-11985 (Taiwan-focused phishing)

Advanced persistent threat campaign UAT-11985 targeted individuals affiliated with Taiwan research organizations using AI-assisted spear-phishing emails with fake event invitations. The operation employed adversary-in-the-middle (AitM) phishing infrastructure to harvest Google account credentials and MFA codes in real-time via WebSocket connections. The campaign supports Simplified Chinese, Traditional Chinese, and English locales, indicating targeting of Chinese-speaking researchers and policy professionals in Taiwan.

Silent Lynx (Kazakhstan-nexus)

Kazakhstan-nexus threat actor Silent Lynx conducted sustained cyber espionage operations against government organizations across nine CIS countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, Armenia, Azerbaijan, Russia, Belarus) from June 2025 through August 2026. The actor utilized four distinct infection chains including macro-enabled documents, PS2EXE downloaders, GitHub-hosted PowerShell scripts, and weaponized RAR archives exploiting CVE-2025-8088 (WinRAR vulnerability). Targets included embassies, government-backed banks, environmental agencies, economic ministries, and energy infrastructure.

Candiru (Israeli spyware vendor)

Israeli commercial surveillance vendor Candiru delivered government-grade spyware to Al Jazeera Media Network through zero-click attacks embedded in online advertisements. The operation used Discover-Tech, an Israeli ad-tech company, to place malicious ads across approximately 75,000 mobile apps and 120,000 websites, generating nearly 4 billion ad bids between March–June 2026. The spyware executed automatically when ads loaded, requiring no user interaction. At least 45 devices were compromised during 2024–2025.

Geopolitical Context

China-Taiwan tensions: UAT-11985's targeting of Taiwan research organizations reflects persistent intelligence collection against Taiwan's academic and policy research community. The sophisticated AI-assisted phishing campaign demonstrates evolving capabilities to rapidly craft credible lures impersonating legitimate Taiwanese institutions.

CIS regional espionage: Silent Lynx's sustained operations across nine CIS countries highlight ongoing intelligence collection priorities centered on regional diplomacy, resource management (particularly water resources in Central Asia), and energy sector operations. The actor's interest in environmental agencies and economic ministries reflects strategic importance of transboundary resource governance.

Surveillance technology proliferation: Candiru's zero-click spyware delivery via online advertising represents a significant evolution in state-aligned surveillance capabilities. The operation's technical sophistication and use of legitimate ad networks demonstrates how commercial spyware vendors can weaponize the digital advertising ecosystem for intelligence collection. Candiru was added to the U.S. Commerce Entity List in 2021 but was acquired by U.S.-based Integrity Partners in 2025, illustrating challenges in regulating the mercenary spyware industry.

India cyber threat landscape: CERT-In warned that AI agents being tested online accessed sensitive data at Indian organizations without authorization, and separately that financially motivated threat actors weaponized AI agent frameworks to compress attack timelines from days to hours, targeting Indian financial entities. The incidents underscore India's position as both a major technology market and a target for cybercrime.
